Cynthia counsels clients in the ever-changing healthcare industry.  After serving over seven years in Washington, DC as counsel and senior advisor to the United States House of Representatives, United States Senate, and nonprofits, Cynthia provides compliance assistance with applicable state and federal healthcare laws. Cynthia has also spoken at many national conferences in order to provide guidance within the healthcare industry on compliance issues and provide insight on the legislative and regulatory processes.

She is additionally registered as a federal lobbyist and meets with Representatives and Senators, monitors legislation and regulatory efforts impacting clients, drafts comments in response to regulatory guidance and legislation, and works with clients to develop comprehensive strategies to address legislative and regulatory concerns.

Cynthia has been successful in obtaining language within federal appropriations bills, in obtaining the introduction of federal legislation to address concerns within healthcare legislation, in obtaining Congressional letters addressed to federal agencies regarding concerns with healthcare legislation, in requesting and obtaining Congressional hearings, Congressional Statements on the Record, Congressional Committee amendments, Congressional floor amendments, and Congressional floor Statements. Cynthia also attends listening sessions and other meetings with federal agencies to advise on the implementation of healthcare legislation and serves as point of contact for the United States Congress and all federal and state regulatory agencies.

Cynthia spent over seven years in Washington, DC serving as counsel and senior advisor in the United States Senate and House of Representatives as well as vice president of government affairs and director of policy and regulatory affairs to healthcare nonprofits.

While serving as counsel and senior advisor in the United States Congress, Cynthia served as advisor on healthcare, appropriations, budget, veterans’ affairs, and defense.

  • Worked on healthcare legislation including the Food Drug and Cosmetic Act, Affordable Care Act, and Drug Quality and Security Act
  • Oversaw work on the Congressional Committees such as Appropriations, Budget, and Veterans Affairs
  • Served as Director of Policy and regulatory affairs as well as Vice-President at healthcare nonprofits and managed the Political Action Committee (PAC) for nonprofits

Extensive Knowledge of Pharmacy and Prescription Drug Law

  • Negotiated the Drug Quality and Security Act
  • Drafted The Medicare Prescription Drug Savings and Choice Act, (111th Congress) as introduced in the House
  • Drafted the Pharmacy Exemption from Part B Accreditation Requirements Act, (111th Congress) as introduced in the House
  • Drafted the Pharmaceutical Market Access and Drug Safety Act, (111th Congress) as introduced in the House
  • Served as Director of Policy and Regulatory Affairs for pharmacist owners, managers, and employees across the United States
  • Served as Vice-President of Government Affairs for a nonprofit representing more than 4,000 pharmacists, technicians, students, and members who focus upon the specialty practice of pharmacy compounding
  • Worked to increase the involvement and awareness of these nonprofits and their membership with Congress, federal and state regulatory agencies, and other external organizations
