David Martin

David Martin is highly regarded for his knowledge of all matters touching on the employer/employee relationship and his professional and personal integrity. In addition to defending clients in all types of employment-related matters, David has extensive experience in drafting employer-specific documentation such as handbooks, applications, and the like, as well as drafting and defending affirmative action plans and Title IX documentation. David also has years of experience in performing Occupational Safety and Health Administration and non-Occupational Safety and Health Administration safety audits, and Equal Employment Opportunity Commission, Office of Federal Contract Compliance Program, Department of Justice, and Title IX (Office for Civil Rights) compliance and safety audits. In addition, he routinely conducts on-site and off-site management and personnel training in employment-related matters.

During his more than thirty years practice of labor relations, David has handled every aspect of employment law, dealt with all of the related federal agencies, and tried numerous lawsuits before state and federal judges and juries.

Adam Hopkins

Adam Hopkins works with companies and business owners in intellectual property (IP) procurement and litigation, particularly in federal courts. He helps clients register, license and enforce trademarks, copyrights and other IP rights, and he defends clients in IP lawsuits.

Adam regularly manages large E-Discovery projects involving millions of electronic documents, structured and unstructured data collection and management, complex search term negotiation, and state-of-the-art technology aided review.

His litigation practice involves a range of business disputes as well as defense against federal antitrust claims. His clients include universities, multinational companies and small- and medium-sized businesses inside and outside of Arkansas.

R. Seth Hampton

R. Seth Hampton joined Rose Law Firm in 2024. His practice primarily focuses on real estate, agriculture, commercial finance, and environmental compliance. He is recognized in the 2023 Edition of Best Lawyers: Ones to Watch in the areas of Banking and Finance Law, Environmental Law, Natural Resources Law, and Real Estate Law.

Seth regularly represents clients in conveying and exchanging real property and real-property interests, such as easements, purchase options, and rights of refusal; preparing and negotiating lease agreements for agricultural, recreational and commercial properties; resolving title issues and boundary disputes; and developing agricultural, recreational and commercial properties. His experience also includes advising clients on matters concerning water rights and irrigation permitting, and compliance issues involving environmental, wetlands and land use regulations.

Agribusiness transactional and regulatory matters in which he has been involved include acquisitions and dispositions of agricultural properties and major asset portfolios in Arkansas and surrounding states; advising producers and landowners on compliance issues with state-specific agricultural, land-use and environmental laws and regulations, and laws and regulations promulgated by the Farm Service Agency, Natural Resource Conservation Service and other USDA agencies; negotiating and preparing production contracts, service and supplier contracts, custom farming agreements and leases for agricultural, recreational and commercial properties; transfers and assignments of agricultural and conservation easements and contracts, water and irrigation rights, and other governmental entitlements; and advising landowners and producers on matters concerning water rights, irrigation permitting and wetlands and environmental compliance. Additionally, Seth represents both lenders and borrowers with risk management aspects of agricultural lending, including matters concerning collateral securitization and loan documentation, and negotiating workouts and forbearance agreements involving agriculture loans.

Seth is a member of the American Agricultural Law Association, American Bar Association, Arkansas Bar Association and Pulaski County Bar Association. He is a frequent speaker to title, banking, land management, real estate brokerage and other agribusiness industry groups on topics concerning legal issues applicable to real estate transactions and due diligence involving agricultural, commercial and recreational properties; identifying and resolving title and survey issues unique to agricultural and rural properties; transfers of agricultural and conservation contracts and easements, irrigation permits and water rights; compliance issues with environmental, wetlands and land use regulations; and agricultural finance and lending laws.

Seth hails from Monroe County, Arkansas, where his extensive knowledge of the agricultural industry began with his involvement in his family’s farming operation. His involvement with his family’s operation led him to attend Arkansas State University where he earned a B.S.A. in Agricultural Business, was a member of the Delta Tau Alpha Agricultural Honors Society, the Collegiate Farm Bureau Club, the Agricultural Business Club, and the Delta Theta Chapter of the Alpha Gamma Rho Fraternity. Following graduation, Mr. Hampton served as Congressman Berry’s District Representative and Liaison for southern counties comprising Arkansas’s First Congressional District.

Mr. Hampton obtained his J.D., with honors, from the University of Arkansas at Little Rock William H. Bowen School of Law where he was a member of the Arkansas Real Estate Review. While obtaining his law degree, Mr. Hampton also served as a student law clerk to the Honorable J. Thomas Ray, United States Magistrate Judge for the Eastern District of Arkansas. Following graduation, Mr. Hampton served as a staff attorney to the Honorable Billy Roy Wilson, United States District Judge for the Eastern District of Arkansas before joining another reputable Arkansas law firm.

Mr. Hampton is licensed to practice in Arkansas, Louisiana, Mississippi, and the United States Court of Federal Claims.

Cindy W. Kolb

Cindy practices in the areas of employment law, insurance defense, and insurance coverage. She regularly speaks on employment law and HR-related topics for SHRM-affiliates and other industry groups around the state. Cindy served as the 2014 Chair of the Employment Law and Legislative Affairs (ELLA) Conference, hosted by the Arkansas Society for Human Resource Management State Council. She is also an active member of the Central Arkansas Human Resources Association (CAHRA) and was the President for 2020; was the VP of Communications for 2019; the VP for Special Programs for 2017/2018; and was the 2017/2018 Chair of the CAHRA Managers Conference. She co-chaired the Arkansas Bar Association’s 2020 Annual Meeting, co-chaired the 2018 Arkansas Bar Association’s Mid-Year Meeting, and served as the Chair of the Labor and Employment Section of the Arkansas Bar Association in 2012/2013. She is a member of the Judge Henry Woods Inn of Court. Cindy serves on the Board and Finance Committee of the Museum of Discovery. Cindy graduated from Case Western Reserve University School of Law in Cleveland, Ohio and has been practicing law for over 20 years. She’s been named to Best Lawyers in America on multiple occasions.

W. Silas Heffley

W. Silas Heffley is an associate attorney in the business section who focuses his practice on individual taxation, business taxation, estate planning and wills and trusts. He received his bachelor’s degree in public administration from Harding University in 2015 and his MBA from Harding University in 2019. He earned his J.D. from the University of Arkansas School of Law in 2022, where he served as the Research Editor for the Arkansas Law Review. Heffley joined the firm in 2023 after completing his LL.M. in taxation at New York University.

Wilson Jones

Wilson is a nationally renowned tax, trust and estates lawyer. His work includes representing clients over multiple generations in business, personal and charitable estate planning. Wilson has partnered at the firm since 1971.

Hayley Harris

Hayley is an associate in the firm’s litigation section who focuses her practice on general litigation. Michael Goswami

Michael regularly serves as external corporate counsel to institutional clients regarding management and operational matters. Since the adoption of the Arkansas Medical Marijuana Amendment of 2016, he has emerged as one of Arkansas’s preeminent counselors in the cannabis industry and has extended the firm’s cannabis practice to national and international clients.

Michael has a clear dedication to service to the firm and his community. He currently serves as the firm’s recruiting co-chairman and is a member of the marketing committee. He also serves as a state liaison to the American Bar Association’s Corporate Laws Committee and as former chairman; he serves on the steering committee of the Arkansas Bar Association Public Service Academy.

Prior to graduating from law school summa cum laude and with his Master of Business Administration, Michael interned with the San Francisco District Attorney’s Office in the Gang Task Force Unit, clerked with various prominent Arkansas firms, served as a judicial extern for the Honorable Ben T. Barry in the U.S. Bankruptcy Court for the Western District of Arkansas and as a legislative extern for Congressman Steve Womack (AR-3). He served on the editorial board of the Arkansas Law Review, the Student Conduct Council at the University of Arkansas School of Law, the Arkansas Law Review Disciplinary Committee, the University of Arkansas All-University Academic Integrity Board and the MBA Curriculum Redesign Committee. He was also a mentor to younger students and served on the Editorial Board of the Arkansas Law Review.

Laura Dyer Johnson

Laura Dyer Johnson practices in the areas of estate planning, elder law, business law, and real estate. Laura’s practice initially focused on real estate law, as she represented title insurance underwriters and their insureds and agents in courts across the state of Arkansas. Laura then used her knowledge of real estate law as a foundation for her work in probate, estate planning and elder law. She enjoys helping business owners and families with the myriad of legal issues they face, from business formations and transactions to estate plans that appropriately address the unique circumstances of each family. Laura has successfully assisted individuals and families at all stages of life with a variety of legal issues, including guardianship and assisting families as they transition a loved one to long-term care. She is a member of the American Bar Association, Arkansas Bar Association and the Pulaski County Bar Association.

Laura lives in Little Rock with her husband and their three children.

Tom Hardin

Tom has a vast practice in commercial lending and borrowing, real estate, bankruptcy and debtor/creditor law. He is one of the go-to lawyers for out-of state financial institutions doing business in Arkansas, serving as local counsel in connection with multi-state financings.

Tom has successfully collected a high volume of debt for various creditors, saving clients costly and time-consuming trial litigation. He routinely represents in-state creditors in bankruptcy proceedings and also counsels out-of-state lenders in connection with credit work-outs.

Jim Fowler

Jim began his career as a municipal securities lawyer at Rose Law Firm in 1978. After employment in various sectors of the municipal securities industry, Jim returned to the firm to lead its public finance and economic development practice. In addition to serving as bond counsel, underwriter’s counsel, trustee counsel, disclosure counsel and issuer’s counsel, Jim has been engaged by Arkansas state and local governmental entities in matters relating to public finance, economic development, governmental incentives, disaster relief, tax controversies and governmental relations.

Jim’s clients have included the Arkansas Development Finance Authority, the Arkansas Treasurer of State and municipalities, counties, public facilities boards, improvement districts, public development corporations, airports, educational institutions, health care institutions and other public instrumentalities and agencies.

Jim has served as lead bond counsel on tax, assessment and revenue backed bond issues for state and local issuers throughout Arkansas. He has also served as lead bond counsel for housing, healthcare, higher education, qualified 501(c)(3) and industrial development bonds.  Jim has assisted firm clients and governmental entities with Federal, state and local economic development incentives including industrial development bonds, property tax and other tax incentives, including the Arkansas Act 9/PILOT arrangements.

Jim has practiced extensively in the area of affordable housing. He has delivered nationally recognized opinions for multifamily housing bonds in Arkansas and other states. Additionally, he has represented affordable housing industry participants in various project phases including development, financing, transfer, bond modifications and bankruptcy. Jim’s practice has exposed him to the current bond/4% tax credit structures being used in the affordable housing industry today.

Jim’s governmental law practice has included drafting legislation, drafting state agency rules and regulations and lobbying and testifying before the Arkansas General Assembly. Jim has participated in litigation involving state and local governments. Recently, Jim was lead counsel in a successful brief and oral argument before the Arkansas Court of Appeals involving a local tax remittance controversy between local Arkansas governments and the Treasurer of State.
